استقبل د. بدر عبد العاطي، وزير الخارجية والتعاون الدولي والمصريين بالخارج، اليوم الأحد ٢١ يونيو، السيد محمد إسحاق دار نائب رئيس الوزراء ووزير خارجية جمهورية باكستان الإسلامية، وصاحب السمو الأمير فيصل بن فرحان آل سعود وزير خارجية المملكة العربية السعودية، والسيد هاكان فيدان وزير خارجية الجمهورية التركية، وذلك للمشاركة في اجتماع وزراء خارجية الأطراف الإقليمية الأربعة.

بيان مشترك

الاجتماع التشاوري الرابع لوزراء خارجية جمهورية مصر العربية، وجمهورية باكستان الإسلامية، والمملكة العربية السعودية، وجمهورية تركيا

القاهرة، جمهورية مصر العربية – 21 يونيو 2026

بدعوة من جمهورية مصر العربية، عقد وزراء خارجية جمهورية مصر العربية، وجمهورية باكستان الإسلامية، والمملكة العربية السعودية، وجمهورية تركيا اجتماعهم في القاهرة بتاريخ 21 يونيو 2026. وأعرب الوزراء عن بالغ تقديرهم لفخامة الرئيس عبد الفتاح السيسي لمشاركته رؤيته لمستقبل المنطقة، والتي تشكل نبراسًا يوجه جهود المجموعة الرامية إلى إرساء الاستقرار في الشرق الأوسط.

وقد أتاح الاجتماع فرصة لتبادل وجهات النظر بشكل معمق حول التطورات الإقليمية والدولية؛ حيث أكد أهمية مواصلة التشاور والتنسيق بين الدول الأربع دعماً للسلام والأمن والاستقرار والازدهار في الشرق الأوسط والمنطقة الأوسع.

وفيما يتعلق بالتطورات الإقليمية الأخيرة، رحب الوزراء على وجه الخصوص بتوقيع مذكرة التفاهم في إسلام آباد بين الولايات المتحدة الأمريكية وجمهورية إيران الإسلامية في 18 يونيو 2026. واعتبروا هذا التطور المهم خطوة بناءة نحو خفض التصعيد وإنهاء النزاع الذي كان يشكل مخاطر كبيرة على الأمن والاستقرار الإقليميين، وكذلك على أسواق الطاقة، وطرق الملاحة البحرية الدولية، وسلاسل الإمداد العالمية، والتجارة الدولية.

وفي هذا السياق، أشاد الوزراء بالجهود التي بذلتها الأطراف الإقليمية والدولية والتي أسهمت في تيسير التوصل إلى هذا التفاهم، مؤكدين أهمية التنفيذ الأمين للالتزامات التي تعهدت بها الأطراف المعنية. كما أثنى الوزراء على الجهود المحورية التي قامت بها جمهورية باكستان الإسلامية في التوصل إلى هذه النتيجة التاريخية، إلى جانب الدعم الذي قدمته دولة قطر لإنجاح المفاوضات الخاصة بمذكرة التفاهم. كذلك أشاد الوزراء بالتنسيق المستمر والوثيق الذي أجرته باكستان معهم بشأن هذه القضية المهمة.

وانطلاقاً من هذا الزخم الإيجابي، جرى التأكيد بصورة خاصة على أهمية التوصل السريع والناجح إلى المرحلة اللاحقة من المفاوضات، والتي تهدف إلى إيجاد حل دائم وقابل للتحقق ومقبول من جميع الأطراف للقضايا العالقة.

وأكد الوزراء أن هذه الجهود ينبغي أن تراعي شواغل دول المنطقة، ولا سيما فيما يتعلق بأمن واستقرار دول الخليج العربية ومنطقة المشرق العربي، بما يسهم في تعزيز الأمن الجماعي وترسيخ الاستقرار الإقليمي على المدى الطويل.

وإذ جدد الوزراء التأكيد على مركزية القضية الفلسطينية في تحقيق السلام والأمن والاستقرار في الشرق الأوسط، شددوا على أن القضية الفلسطينية تظل في صميم الجهود الرامية إلى تحقيق سلام عادل وشامل ودائم في المنطقة، وتشكل ركيزةً أساسيةً لإقامة نظام إقليمي مستقر وآمن. وفي هذا الصدد، أُولي اهتمام خاص للوضعين الإنساني والسياسي في قطاع غزة والضفة الغربية والقدس الشرقية الواقعة تحت الاحتلال.

كما جدد الوزراء دعمهم للحقوق المشروعة للشعب الفلسطيني، بما في ذلك حقه في تقرير المصير وإقامة دولته الفلسطينية المستقلة على أساس خطوط الرابع من يونيو 1967، وعاصمتها القدس الشرقية، باعتبار ذلك أساساً لا غنى عنه لتحقيق سلام عادل وشامل ودائم في المنطقة، وفقاً لقرارات مجلس الأمن التابع للأمم المتحدة ذات الصلة.

Joint Statement

Fourth Consultative Meeting of the Foreign Ministers of the Arab Republic of Egypt, the Islamic Republic of Pakistan, the Kingdom of Saudi Arabia, & the Republic of Türkiye.

Cairo, Arab Republic of Egypt - 21 June 2026.

At the invitation of the Arab Republic of Egypt, the Foreign Ministers of the Arab Republic of Egypt, the Islamic Republic of Pakistan, the Kingdom of Saudi Arabia, and the Republic of Türkiye convened in Cairo on 21 June 2026. The Ministers expressed their deep appreciation to President Abdel Fattah El-Sisi for sharing his vision of the region’s future as a guidance to the group’s efforts aiming at bringing stability to the Middle East.

The meeting provided an opportunity for a thorough exchange of views on regional and international developments. It reaffirmed the importance of continued consultation and coordination among the four countries in support of peace, security, stability, and prosperity in the Middle East and the broader region.

On recent regional developments, the Ministers welcomed in particular the signing of the Islamabad Memorandum of Understanding (MoU) between the United States of America and the Islamic Republic of Iran on 18 June 2026. They viewed this important development as a constructive step towards de-escalation and towards ending a conflict which posed significant risks to regional security and stability, as well as to energy markets, international maritime routes, global supply chains, and international trade.

In this context, the Ministers commended the efforts undertaken by regional and international actors that contributed to facilitating the understanding and emphasized the importance of the faithful implementation of the commitments undertaken by the parties concerned. The Ministers lauded the instrumental efforts of the Islamic Republic of Pakistan in reaching this historic outcome, along with the support extended by the State of Qatar to bring about a successful conclusion to the negotiations on the MoU. The Ministers also commended the continued and close coordination of Pakistan with them on this important issue.

Building on this positive momentum, particular emphasis was placed on the importance of achieving a swift and successful conclusion to the subsequent phase of negotiations which aims to reach a lasting, verifiable, and mutually acceptable solution to the remaining issues.
The Ministers emphasized that such efforts should take into account the concerns of countries of the region, particularly with regard to the security and stability of the Gulf Arab States, as well as the Levant region, with a view to strengthening collective security and promoting long-term regional stability.

Reaffirming the centrality of the Palestinian cause to the achievement of peace, security, and stability in the Middle East, the Ministers underscored that the Palestinian cause remains at the heart of efforts to achieve a just, comprehensive, and lasting peace in the region and constitutes a central pillar for the realization of a stable and secure regional order. In this regard, particular attention was devoted to the humanitarian and political situation in the Gaza Strip, the West Bank, and East Jerusalem under occupation.

The Ministers reiterated their support for the legitimate rights of the Palestinian people, including their right to self-determination and the establishment of an independent Palestinian State on the basis of the 4 June 1967 lines, with East Jerusalem as its capital, as an indispensable foundation for achieving a just, comprehensive, and lasting peace in the region in accordance with the relevant United Nations’ Security Council Resolutions.
